Introduction
Downtown Bellingham Partnership (DBP) is seeking proposals from qualified consultants
to facilitate the development of a comprehensive Strategic Plan that will guide the
organization’s priorities, programs, and long-term sustainability.
We invite proposals from consultants with experience in downtowns, Main Street
programs, nonprofit strategic planning, stakeholder engagement, and/or BID development
to help shape DBP’s future direction.
DBP is accepting proposals up to $20,000 for the duration of the project.
Strategic Planning Status
In 2024 the DBP Board and staff agreed that the organization was in a perfect position to
launch a strategic planning process. A Strategic Planning committee was created, and
following its first Committee Meeting, the committee recognized that the scope of work
required to develop and implement a Strategic Plan exceeded its capacity. The committee
determined that external expertise was necessary to facilitate the process, ensuring a well-
structured, actionable, and sustainable plan for DBP's future.
Scope of Work
The Strategic Planning Committee recognizes that collaboration with the consultant will be
essential for an effective planning process. Proposals should outline how the consultant
envisions dividing responsibilities with the committee to ensure efficiency and maximize
impact within the project budget. DBP has outlined key priorities and expectations for this
